Hello, I need a website created for my real life business.
Getting right into it, this is what I need done.

Registration
Tables where I am able to put work orders. All registered users should be able to see the work orders put up. They should be able to accept the work order and upon doing so it is removed from the list.
There must be a way to organize all paperwork about the work order after it's completed. For example they have to upload a lot of photos. There should be an option on to upload all information on the work order page while keeping everything organized.
Google Maps API. Each work order is for a house to be secured, cleaned, winterized, etc. After clicking through to the work order there should be a map of the address.
Application page. New applicants will apply on the website. (As easy as a contact form).
Admin options. Option to delete users, etc.
Payment tracking. Each worker will be given a set amount of money per job. When uploading the photos I need to be able to tell them there job was completed properly and payment will be sent out.
Essentially I am looking for a stream lined way to manage Craiglist Contractors. Give them shit to do and then track the shit they've done.

Rails: Sounds like just Users, Orders, Pictures, and a function to email Users when an Order is marked as accepted? (If you need more for payment tracking, might cost more.)

Rails code with minimal design for $500. That's assuming I run into problems with the Google Maps API and the design and spend more than or about 10 hours total on the project. If it turns out easier, less is possible. If you have a designer do all the design, less is possible again.

However, I'd want this on Amazon EC2. That's $1138.40 for three years on a small instance. Or give me a root user on any Ubuntu box.

There are already a few CRM systems that would cover this, it's all pretty standard functionality, have a google for CRM and see if any of the systems suit your requirements.

Yes, probably would be cheaper too.
