Acids are always thought to be way more dangerous than they actually are. Concentrated sulfuric acid (I'm talking 24M here) will irritate the skin immediately then cause a pretty gnarly burn if left on. Potassium Hydroxide on the other hand will melt through your skin and muscles fairly instantaneously. Chemistry FTW

Citric acid will most likely hydrolyze at room temperature and became "chemically damp" (meaning there are inherent hydrogen bonds trapping water on the surface). If you were to take a piece of gum, consisting mostly of glucose (a carbon chain molecule with hydroxy groups easily susceptible to hydrolysis) it's not unreasonable to think that the citric acid molecules will stick to the gum without any noticeable liquid.
Think about sand sticking to you when you go the beach, even when you haven't gone in the water. Just cuz you haven't gone in the water doesn't mean there isn't moisture.
