stealth PayPal Withdrawing

Anyone have any tips for withdrawing or sending money in a verified stealth account, last time I tried sending $300 in a stealth account to a merchant and it limited the account.

Paypal has been odd lately. I noticed that when I sell an item on eBay, they hold the funds if the account was previously idle. To counteract this, I deposit a 10-20$ Greendot MoneyPack into the account before I cash out a large sum. If I were to withdraw, then wait, I would be limited on the monetary intake of the account. Sure it costs me 5$, but I won't have to wait 21 days of heavy eBay selling for the funds to be released.

Im not using it for ebay but it is for goods I sell, they are also new stealth accounts I need advice on, they probably handle new verified accounts the same as idle accounts I take it.
Pretty much im getting paid in a new paypal account and want to be able to spend it without them limiting my account.
