syn, without knowing for sure, I'd say his point is essentially two-fold:
First, if it was indeed all accidental, we need to identify absolutely everything that led to this, not only to ensure that no more accidents happen, but also to ensure that any logistical vulnerabilities can't be exploited by people with the means and motivation to do so.
Second, I'd suspect that the author is a calculating leftist. Particularly with his latter questions, you can *almost* see the conspiracy he's hinting at between the lines. But he seemed sharp enough to avoid anything like that directly.
